*Note: Overstreet and Howard Keltner's index list no Human Torch story in #16, but the GCD Does. In addition, both Keltner and the GCD list an extended Captain America story in that issue, but neither agrees with the other on the size, and neither size fits the overall page count. The Captain America story will be treated as 12 pages which fits with the page count of the book, and others like it that Marvel published around the same time. How the extra Human Torch story fits in, I don't know.
